Exchange Direct Push and Windows Mobile...Question about how it works

How does direct push work in windows mobile?  Direct push implies (to me that) that it somehow knows where your device is and pushes the messages to it without it having to retrieve them via some schedule (like a blackberry).

But, I am getting the impression that this isn't the case and that maybe direct push is more of a scaled down version of synchronizing in that it only pushes out the changes rather than sync'ing the entire folder.

Can anybody help straighten me out?

It is explained in depth here. The server notifies the client of changes, the client then initiates a sync.

Ok, I'm going to read that.  

But, the one thing I haven't been able to figure out is how it would locate a mobile client on a cellular network...
