GALMOD32.EXE does not allow user to change some of the properties i GAL

Hi Experts!

In my org we want each user to fill in info in the GAL by using GALMod32.exe. But there are some fields they can not edit, like Country, Title, Company, Department, Assistant. Is there a way to grant each user rights to change these properties on their own account?
