monitor screen scrolls when you go to a page

I reinstalled my XPPro recently on my AMD 2.1 gz, 1 gb ram.  Updated all drivers, including display - All-In-Wonder 8500DV.  Settings appear correct but every time I change a window, the screen draws the window slowly (looks like it is scrolling down).

Did you go to ATI's site and download the latest Catalyst driver?  It sounds like the video driver is not ATI's.
