I have to retrieve the date from the appconfig file
which is having the file tag format as follows

<date="23/09/06" Counter=1>

and check the date if it is current date increment
the counter otherwise reset the counter to 0.

How can i do this?

You will have to load to config file seperately as it is readonly on program execution so you will not be able to update the counter.
Rather Create a Simple Class Storing this Data and serialise this to disk
