Can I prevent the Postmaster@local.domain.com from sending mail from a Win 2003 Exchange server?

You can't stop postmaster from sending emails as those are NDR's - non delivery reports.
If you are under an NDR attack and have many email messages in the queues from postmaster@ then you will need to look at your server settings and cleanup. http://www.amset.info/exchange/spam-cleanup.asp

Is there a way to stop the postmaster from replying to the NDR's?   Is there a way to tell where the NDR's are coming from?

If you are using Exchange 2003 then you should configure recipient filtering. That will stop most of the postmaster@ email messages.
