Microsoft Root Certificate Update

Help me!
    I use windox 98 and i want to install norton antivirus and get error message 'Microsoft Roo t Certificate Update. I will try to download at microsoft websit but not sucess. I remeber that i ever down load this program by clicking url via but i don't remember where the url is?

i would not use norton; i suggest using AVG free :

much less system resources used; - and free

    The url u told me, it must link to microsoft web site that i look before and i could not found the root cert. for downloading
