IE only works in one user account

Greetings Experts,

A friend has a 3-year old Dell WinXP with SP2 and he is experiencing 2 problems.

First a System32 window pops-up just after loging in to any of the 4 user accounts(all accounts have admin priviliges) This window displays the file contents of the System 32 folder, and can be closed. It's annoying as hell.

Secondly, IE only works in one user account. All accounts have the IE icon. I'll get the specific error message later today and post back. I had the owner create another user account just to see if IE would work in it, but no joy.

If you go to this page:

and then look for item number 260 (System32 Folder Opens Upon Boot) on the righthand side of the table, you can download a Visual Basic script for solving the problem.

I recently had the same problem when booting up my new Dell Dimension 8300. The System 32 folder opened every time and for every user on the computer at start up. I asked Dell Support about this issue and this is the answer I received:
Uncheck /l:eng in the startup list:
1. Click Start, Run
2. Type "msconfig"
3. Click on the startup tab
4. Uncheck /l:eng
5. Click Apply, Close, Restart.

This is added to startup by changes made to the settings in the
SB Audigy 2 Card software.

It did solve the issue. Hope this information helps someone in the future.

Thanks Lee, I just passed along your info to my friend, and we will see what happens. later today. BTW, I had already tried the registry fix before posting this set of Q's, and it did not work, so hopefully the msconfig modification will work.

Also, I asked him to call me about the IE error message so i can post it here.

OK, sorry for the delay. Nothing seems to work on getting the System32 folder to quit popping-up on logon.
Should i just completey restore the machine?

Also, the IE error message is "page cannot be displayed. Cannot find server"
Mind you, IE is OK on 1 of the 4 user accounts, the other 3 do not work. Is there a way i can fix this or,. again, should I just restore his Dell machine. Thanks.
Seems to me that I have seen the System32 error in cases involving programs other than with the SB Audigy sound card driver.  Could you export the registry at the key referenced in the MSKB article, look at it in Notepad or another text editor, then copy and paste to a comment:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

Maybe we can find the damaged registry key.

If a new account doesn't correct the IE  problem, perhaps this free utility will:

Thanks for your help, Lee. Nothing seems to work, but you certainly gave very good advice. Also, he is using IE7 now, and IEFIX apparently does not support IE7 as yet. I did notice that the IE7 upgrade fixed one of the user accounts, so now 2 are working.
Anyway, if I ever resolve this short of a re-install I will let you know.
