VB.Net Winforms calling https

In my winforms application I need to query a website ( https://prod1.dot.state.tx.us/cics/mvinq/menu.html) through code.  This page also requires you to login.  I need to be able to login and get some information from the website.  Please give me some pointers on how to do this in a VB.net winforms application.  I do not want the user to even know this website is being hit.
