Terminal Server Licensing on Windows 2000 Server

I have a Windows 2000 Server that is running an SQL Database.

I am able to connect to this server remotely using Remote Desktop Connection.....everything works great remotely.

I am wanting to add another person to remote into this server but am getting a Terminal Server Licensing error.

Is it a matter of just adding in the Terminal Server License module (Add/Remove Windows Components) and then purchasing a 5 license pack to get this working?

Do I have to buy a 5 pack or are their individual licenses available?

Will adding the Module cause any other issues that I am not aware of?

You have to initiate Terminal Service Licensing (as you thought) and then add the license pack(again, as you thought).  Licenses are available as 5 packs and above.  There is no single session licensing.  Other than the little bit of overhead for the licensing service, there should be no problem.
