Custom Error Messages for Exchange 2003

I have added message restrictions to our distribution lists so that only certain people can send emails company wide. When you try to send to a DL that you dont have permission you get  the following undeliverable message:

"Your message did not reach some or all of the intended recipients.

      Subject:      test
      Sent:      11/21/2006 2:30 PM

The following recipient(s) could not be reached:

      SAMPLE DISTRIBUTION LIST on 11/21/2006 2:30 PM
            You do not have permission to send to this recipient.  For assistance, contact your system administrator.
            <mail2.company.com #5.7.1>

Is there a way to customize this message?

The NDRs cannot be modified in the current version of Exchange.
The only NDR that can be changed is the mailbox size limit messages.
