My Network Places Empty

I have various computers all over my company's domain that are starting to have a problem with displaying the network properties on any connection. When you right-click on My Network Places, one expects to see the various network connections listed in the window that opens, but i get nothing. Device Manager shows all NIC adapters installed and working properly and the computer can access all network locations without issue, but i can't see the connection under My Network places properties or by going through Control Panel - Network Connections. Removing the device in Device Manager, then searching for new hardware will sometimes make it appear, but I'm curious about the root cause.
This has become more of a problem as I relocate users who have a static IP setup but are being moved to a location that's in a different subnet. Without access to the connection properties, I can't get them back online. Any help is greatly appreciated!
