Can I  launch VPN PPTP via Windows XP pro login prompt ?
If yes, how ?

Yes, but the machine must first be joined to a domain. Then you can double-ctrl-alt-del to get a login prompt. Options should include a checkbox to login using dialup connection. PPTP is the same as a dialup connection.
