Need a good contractor's website

Hi,

I am looking for links to websites where companies can post requests for quotes and have a number of qualified contractors compete for the work.  I need help from C# developers, cell phone programmers (J2ME) and database, in particular.

Has anyone got one or more they can recommend?  I'd love to hear your opinion of these sites.
