Hi,

Is it possible to run my own program (not a game) under PlayStation 3 ?
Does it requre digital signature to run a program?
What C++ compiler can target Cell processor & PS3?

Yes. Plenty of people are now running Fedora or Yellow Dog Linux on their PS3s - see;

Also a clever Japanese chap has got QEMU (http://fabrice.bellard.free.fr/qemu/) a multi-procesor emulator running on the 360, and has booted WIndows XP!
