I want to develop a simple graphic editor where I can choose pictures from the computer and place them on a page.
I want to do this in VB.
Where can I find stuff to begin with?

There's plenty around, if google for them. Here are a few I found @ planet source code....
You may not find full applications, but you'll find plenty of ideas to create a full app ;)
