Creating a program which uploads to the web

Hi guys,

I am looking to make something like this:

http://www.noeld.com/programs.asp?cat=misc#upload

It's an application which uploads files to the internet, so basically does similar to a XHTML web form, and PHP/ASP handles the submitted data.


Any idea how I could do the same?
