Belkin Wireless Range Extender/ Access Point can not access

I had to reset the device because the old password was lost and this time can access otherwise working fine.

is your problem that the ap can't access 2.1?
from your ipconfig, you list your gateway as  which means when you reset your router it went from 2.1 back to the factory default of 0.1, so you need to change your ap to point to 0.1 & assign it a static ip of 0.2 or whatever.
