Access Denied in Recovery Console

Hello.
I am using recovery console to repair the pci.sys file. When I try to expand the file, I receive an Access Denied' error. The console never asks me to login to an installation of Win XP. Is there a way to make this happen?

If you just want to get prompted for a login when in teh recovery console, I can see one way to do it, but youll need another computer to slave the HDD to.

Once this HDD is in the other machine, boot to windows and open Regedit.
Inside Regedit, File>Load Hive, and point to this HDD and go to C:\windows\system32\config and load SYSTEM
Name it blah, or whatever.
Navigate to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Setup\RecoveryConsole
and change the value SecurityLevel to 0. (that should be the default, as 1 bypasses the login...)
Once the value is set, File>Unload Hive, and then shutdown and put the HDD back in the PC and go to the recovery console.
You should be prompted for a login....

Also, if you have a Windows 2000 Install disc, try that as well.......
