hello,
any anyone name few list of hosting company offering windows 2003 dedicated servers that operates in an oil rig / international waters ?

I think what you're thinking about is Havenco (www.havenco.com) hosting on 'The Principality of Sealand' (http://thewhir.com/marketwatch/sealand.cfm) - an interesting story behind that one.  I don't believe they offer Win2k3 dedicated servers, but they do also offer colocation, so you could locate your own server there.

There are other 'offshore' hosts, but those are not off shore in the same sense as 'Sealand'.  Like 'offshore' banks, they tend to be located in places like the Caribbean and Central America.  If these might be suitable, please let me know.
