I have dragged several favorite folders up into outlook under the favorite folders pane. Every time I reboot, they are gone. Is there a way to retain this setting so the favorites dont dissapear?

Greetings, dsheltzel !

Locate the folder you want to add as a Favorite, and right click on the folder.

In the middle of the menu that pops up you will see "Add to Favorite Folders". Click on that option and, in this case, my "ARTstor" folder will be added to the Favorite Folders view. Note that this does not remove the folder from your list of folders in the All Mail Folders list. To remove a course from the Favorites list, right click on the folder and select "Remove from Favorites Folders". To change the order of folders in the Favorite Folders list, click on the folder and drag it to your desired location.

When you start Outlook, are you clicking on a shortcut  or command line that deletes custom folders?

dsheltzel,

Glad the problem is fixed. Reinstall Outlook 2003 would have fixed the problem too. But I thought you were not ready to go that drastic route of reinstalling.
