Have you tried PHPEclipse? Since Smarty is really a PHP library, you can include it as a subdirectory in your PHP project, or perhaps refer to it in a separate project, and the tools then cross-reference the files.

Well, PHPEclipse supports Smarty (net.sourceforge.phpdt.smarty.ui.internal.editor.SmartyEditor is the class name). You can include the spell-checker from http://www.bdaum.de/eclipse/ - it understands PHP, so it'll work fine in Smarty.
