For Visio 2003:
To create a watermark for your document, first create a background. Then, assign that background to any pages you want the watermark to appear on.

1. Right-click a page tab  in the lower-left part of the window, and then click Insert Page.

2. Click the Page Properties tab, and then click Background.

3. Add your watermark text (or an image) to the background page.

4. If using a text block, select the text block and on the Format menu, click Text, and then select a color for the watermark, such as a shade of gray. You can also adjust the transparency of the text to make the watermark more subtle.

5. For each the page that you want the watermark to appear on, do the following: On the File menu, click Page Setup, and then click the Page Properties tab.

6. In the Background list, click the name of the background that you want to assign.
