I've been trying to improve my Spamassassin and I found out about DNSBL so I patched together a CF file to use this feature and I've had no luck am I doing something wrong?

I think the "rbleval" syntax is quite old; perhaps try replacing with "eval", for example:

header RCVD_IN_BLCSMA eval:check_rbl('blcsma', 'bl.csma.biz.')
describe RCVD_IN_BLCSMA Received via a blocked site in bl.csma.biz
tflags RCVD_IN_BLCSMA net
score RCVD_IN_BLCSMA 5.0
