Adobe Premiere Elements 3.0 - Xerces Panic Error

I have installed Adobe Premiere Elements 3.0.
The program installs with no problem. When I go to start the program, I get the following error:

"Could not load a transcoding service. Xerces Panic Error"

And the program closes.
I have other Adobe programs installed and run with no problem. I have uninstalled and reinstalled this program several times, with the same result. It is the only program on my system (Windows XP) that I have ever had this problem with. No help from Adobe, so I turn to you for help.

Any information on how to fix this and get this program up and running would be greatly appreciated.
