Creating protected PDFs with PHP

Hi, I want to use PHP to either create a PDF from a text file (or open an existing PDF), edit it, and then output it to the browser. But, I would also like the file to be password protected from editing, so that the viewer may only open, save and print it, similar to how you can do with Adobe Acrobat Professional. My webhost doesn't have PDFlib installed/setup, so any solution would have to use PHP classes like FPDF (http://fpdf.org/), which I believe does not do what I want.
