setup incoming connection for exchange2003

upgrade from exchange 5.5 to 2003.

problem:  i can send outbound e mails but no inbound e mails to recieve.

I already setup and configured my exchange 2003 server to send and receive, but i still use the other 5.5.

I'm behind cisco router and firewall.

i'm using a third party to scan the incoming and outgoing e mails by relaying my mails into their smpt server.

i don't know why i can't receive e mails.

please advice
