Adding user to group via command line

I am installing software on a user's PC whereby I need to create another user account to exclusively run a service under.

I have looked at using the NET USER command, this works fine, but then the user appears in the list of Windows XP users that can login.
How can I create a user using the command-line, and change the group they belong to?
