Opening Ports in Windows 2003 Server

i am trying to install MySQL on a Windows 2003 Server.  Half way through the installation, i get the error msg "Error Nr. 2003 Can't connect to MySQL server on 'localhost' (10061)".  It then suggests that i may need to open port 3306.  I have checked on the properties of the local area connection and ICF is not configured.  If i try to configure it, a message appears saying that I am using Routing and Remote Access.  I can't work out where my problem is!

Any help would be greatly appreciated.
