Workstation not synchronizing with Master Time Server

In my domain, we have 3 sites. Each site is a remote office, and each remote office has it's own DC. The time master for the domain is locate din headquearters. At one office, I am having a strange time synchronization issue with the machines there. It always starts off with one machine, that is about 45 minutes off the actual time. Once this happens, it is like dominoes- as one machine corrects itself, and then another machine does the same thing (about 45 minutes off). I have run the net time /querysntp and /setsntp commands on these machines and they are all pointing towards the correct time server.

The other strange thing is that the master time server for the domain is NOT the PDC emulator. I do plan on changing this over to the correct server, but am scared what may happen as far as authentication and logging in from workstations. Two questions:

1) What could be causing the strange time synchronization issues at the remote office? These issues are isolated to this ofice only.

2) How should I go about changing the master time server to the correct PDC emulator with causing disruption to users?
