Keeping POP email on the server

Hi All,
I am running Exchange 2003.  I have several users that use POP email to get their email from the server.  However, I do not want to allow them to remove the email from the Exchange server so that it can be backed up.  Several of the users do not have Outlook 2003 configured to leave a copy of the email on the server.  Is there a way to force a copy of the email to remain on the server from Exchange 2003?

What is the reason you don't want them to remove email from server - because of this is comany data ?? Then answere is Email Journaling. Denying users to remove email is really not good solution.

Recommended Exchange edition - Enterprise edition. Consider you have 2 storage Groups - then create one SG & new mailbox store. http://support.microsoft.com/kb/261173/en-us. Also for new storage group keep circular logging enable.
