Certificate errors on DC

On my secondary DC running Windows Server 2003 Enterprise SP1 - I continually get this error

Description:
Automatic Certificate enrollment for local system failed to enroll for one Domain Controller certificate (0x80070005). Access is denied.

I can nopt figure out how to fix this error. Any help would be greatly appreciated.
