Brush or Tube for Christmas Lights

I'm looking for a way to create a string of Christmas lights along the edge of an irregular object.  However, I don't want the lights to appear identical and in a straight row; rather, I want them to  vary in their orientation as I draw the line, just like a real strand of lights would do.  I've seen a tube in PaintshopPro that would do this -- anything like that for Photoshop that I could download somewhere?
