Windows XP could not start because the following file is missing or corrupt: \WINDOWS\SYSTEM32\CONFIG\SYSTEM

Hey guys, i am trying to use the MS KB at: http://support.microsoft.com/kb/307545

however the very first line does not work

it says the c:\windows\system32\config\system folder does not exist, even though i can clearly see it in the folder

this is a home edition i am trying to recover,, what would happen if i installed over the top? or any other solutions?
