Clock speeds with different processors

I was wondering how the clock speeds of certain processors compare. It seems that lately the numbers are all over the place. In the old days you had your 1 GHz, 1.5 GHz, 2.0 GHz and so on.

I have a Intel Core Duo in my work computer and its a 1.66 GHz. Why is that number so low compared to the Pentium 4s at 3+ GHz? It seems faster than my 2.8 P4 at home.

Also, why are the AMD processors always listed at lower speeds for the same performance and how do the numbers work such as the 3200 etc?
