Default wallpaper cross users

I have a standard image for all the laptops in my company. It is Win XP SP2. On the administrator account I have set a wallpaper that I want to be shown no matter which user logs on. After the image has been run, I use Sysprep and when logged in as administrator I add the user who's going to use the laptop.

I've made a local policy that runs a *.bat which contains the following: REGEDIT /s c:\windows\system32\wallpaper.reg

The wallpaper.reg file looks like this:

I'm aware that the wallpaper won't change until the next logon.

But... nothing happens.

Any ideas how to solve the problem?
