troubleshooting Question

aspnet_regiis Failing

I have been trying to add encryption to my Web config file by running the aspnet_regiis.
I keep getting an error "A configuration file could not be created for the configuration object".
I found this URL useful

I am using RSA.
I succeeded at
aspnet_regiis -pa "NetFrameworkConfigurationKey" "ASPNET

I am logging in as administrator on the machine containing the file , so I should have full rights to run the process.

My files are on a mapped netword drive:
c:\nonamevirtual\myappfolder

I have tried many variations of this path.
I think it's finding the app, but it won't encrypt.

My config file

      <appSettings/>
      <connectionStrings>
 
  <add name="xxxConnectionString" connectionString="Data Source=xxx;Initial Catalog=xxx;User ID=sa;Password=xxxxxx"
   providerName="System.Data.SqlClient" />
 </connectionStrings>
