Cannot open outlook under a specific user on the same workstation

We recently migrated our exchange 2000 to 2003 on a different box couple of months ago and everything is working fine. Recently, a user rejoined the company and we are trying to setup her outlook email on our domain on a workstation. She can log in to the domain on the workstation but we do not see mail icon in control panel and when we try to open Outlook it gives message in event viewer event id 1004 msiinstaller...saing outlookuserdata fails etc..

However, if we login on the same workstation as a previous user(Who is not longer working), we can open outlook etc. So i added the new user email under other person's login. However, she cannot reply to any messages but can send and receive messages. Error says, Exchange is in recovery mode.

Please help.
