Need an Early Warning System

This AM (sometime) our Exchange Server decided to stop sending/receiving mail.  Haven't checked all the logs yet.  SO one of our early bird suits sat in his office for a couple of hours sending emails before he realized they weren't getting out and none were coming in.  So now they want an "early warning system".  Note the server did not go down (never hit UPS).  The Network card was functional so a ping test would not have cut it.  

Can you recommend a tool, utility, script, process or 3rd party monitoring solution that will ring my cell phone if this happens again.  Again, this is NOT a power down/UPS issue - it was something else - could have been our router for all I know at this point.  Thanks!
