troubleshooting Question

Where is the kernel module that enables me to use the QUEUE target for iptables???

I am working on a project for school and I need to use the queue target ,and according to the book I have the module is in /proc/sys/net/ipv4/ip_queue which it isn't. I also though that I could just chmod a file and run it like I did for the ip_forward in /etc/rc.d,but there is none....PLZ help I need to figure this out????
