registration form problem - can it be solved with php only ?

I have a php form that can be used to registrate new members to an organisation.
Once the required fields are filled out correctly, there should appear a page
which sums up all the information the user has given and if the user agrees to
what he put, he shall be able to press a button which sends an e-mail
with all information to the member registrator. Else, in case he detects
a mistake in the sum up of informations, he may return to the form page.
If he returns from summary page the form page shall still show the old
previously inserted values, so that the user would not have to put everything anew.
Problem is, will I be able to solve this with php only and not using javascript,
since I want to have it functional even if javascript is disabled. Also,
if I put this summary page after the registration page, the values from
the registration page will show up, but won't be available
when the user confirms data for sending when pressing submit button on the
summary page.
