using image as a "growing background image" without using the background tag

I use a background image (which is only few pixels in height) that "grows down" (repeat-y) as the text on the page grows.
My code works, except when I print the printer does not print the background image (since IE and FF are default not to print background images).
How is it possible to change the code so it works the same, but does not use the background tag so the image behind the text is printed out?

my code is as followed:
