Outlook will not auto-synchronize when in cached-exchange mode.

I am currently experiencing this issue with two users in Outlook 2003 connecting to an exchange 2003 environment.  When in cached exchange mode the inbox will not update when an email is sent to the user.  The user must manually select send/receive or wait for the 5 minuet auto send/receive configured in the send/receive group options.  On the status bar at the bottom of their window it will read “The folder was last updated at ???” where ??? is the last time of a send/receive.  It will also say “Connected”.  Other users who are working correctly also running cached exchange mode will read “All folders are up to date.” and “connected”.  I have tried the following not necessarily in this order.

Making sure “work offline” is not checked
Setting the server time out to several minuets
Deleting and rebuilding their .ost files
Deleting and rebuilding their outlook profiles
Doing an in place reinstall of office
Launching Outlook in safe mode.

All of these yielded no change in the situation.  Any help you could provide would be greatly appreciated.
