troubleshooting Question

New Win XP install, getting Setup cannot access this disk

I'm putting together a new computer using a 939Dual-SATA2 with proper AMD chip, this board has a SATAII, SATA and ATA133 connection

I tried SATA and ATA133 drives on it to install Win XP Prof. If I go into the bios it ids either drive just fine. either one will run through setup. but when it's ready to install/delete partition or create partition I see a "Setup cannot access this disk" on disk 0. If I continue I bluescreen.
