Moving ASP.NET Project to new server now getting 'HTTP Error 403.1 - Forbidden: Execute access is denied. Internet Information Services (IIS)'.

Hello thanks for reading this question. Here is the background: I have developed an ASP.NET Web Application on my laptop using Visual Studio 2003, now that it ready for beta testing I copied the files the the web server which runs Windows 2003 Server. The web application uses a SQL Server 2000 Database which I backed up and restored to another server. In my webconfig file I have an appsettings key 'dbConnectionstring" which has a value pointing to the database. I made sure to change this when I copied the files over. I created a htm file called 'startpage.htm'. I test the application going to my web browser and type in the url and I get 'HTTP Error 403.1 - Forbidden: Execute access is denied. Internet Information Services (IIS)'.  I checked my permissions and I have ASP.NET Machine Account with Read and Execute, List and Read Permissions.  Also the same rights given to IIS_WPG and IUSR_ Internet Guest Account. When I run the web app on the laptop it runs fine. THere might be a quick fix for this or something simple I have forgotten, I'm hoping someone can assist with this.  Thanks.
