550 message rejection

I can receive but not send emails.  I get an error message "Sending reported error (0x8000CCC69): 'The server responded: 550 Message Rejected."  My ISP is charter.net and the error occurs with both Outlook and Outlook Express.  My little bit of understanding makes me believe my provider thinks I am sending spam.  I am not -- so how do I fix the problem so I can use my email account?  Thanks.
