pspasswd utilty not working for mulitple servers

I have a bat file called changepw.bat with the following code, but I cannot get it to change multiple servers:

pspasswd @C:\server.txt administrator newpassword

However, when I run it I get the following error:

C:\>C:\chgpwd\changepw.bat

C:\>pspasswd @C:\server.txt administrator newpassword

\\SERVERNAME                 :
Error changing password:
The filename, directory name, or volume label syntax is incorrect.

Yet, if I change the code to the following for a single server it works:

pspasswd \\SERVERNAME administrator newpassword
