Pages made with template are slightly different

I've created a number of pages using a standard template that I've developed.  I recently altered a design element (Vertical border) but when I applied the change to the existing pages I noticed an inconsistency.  The horizontal bar that goes with the vertical bar is "off" a couple of pixels on some of the pages.  It aligns perfectly with about half the pages as it should, but with the other half it is shifted down.  I only have one editable region on the page directly under the horizontal bar that is shifted.

Any ideas why the static elements would change on the pages?
