I want to display msg when people use sudo su -

Hi,
in Suse when people issues sudo su -, they get the following message while the system prompt them with password:

We trust you have received the usual lecture from the local System
Administrator. It usually boils down to these three things:

    #1) Respect the privacy of others.
    #2) Think before you type.
    #3) With great power comes great responsibility.

 configure the system for the %Admin to not enter password, like the following:

# Same thing without a password
%Admin  ALL=(ALL)       NOPASSWD: ALL
the system log the Admin group to login, without password but the message did not dislay.  
How can I display the message anytime the sudo su - command issued.
