Problem with public folders in Exchange 2003 (The operation failed because of an HTTP error 501 (Not implemented).)

I am working on Exchange Server 2003 with Windows Server 2003 SP1. The Windows has been upgraded from Windows SBS to Windows 2003 Server.

When I try to access my public folders in Exchange System Manager on the server and double click on a public folder I receive the following error:

The operation failed because of an HTTP error 501 (Not implemented).

I also have a problem when I go to a calender in my public folder in MS outlook. When I click on the calender to says:

Unable to display the folder. The folder cannot be opened because there is a configuration problem on the server. Contact your Microsoft Exchange Server administrator for assistance.

FIX: You receive an "c1030af6" error message when you try to connect to public folders by using Exchange System Manager.

I was just reading through http://support.microsoft.com/kb/839744 before I got your reply. I also think this might be the problem but I am still in the dark. They say I must verify if the Exadmin folder exist but I can not find it in IIS. I have looked under my default website but could not find it there. Where is it supposed to be and how will I re-create it?

I will try the following : Restarting the System Attendant service restarts the Microsoft Exchange Information Store service, restarts the message transfer agent (MTA) stacks, and re-creates the Exadmin virtual directory.
