Outlook not replicating with exchange server 2003

I have created a user account on exchanger server 2003.  It has replicated to the other domanin controllers and I can log in with that user account.  However, the user is not appearing in the global address list of outlook.  What could cause this to occur?  The same applies with users that I have deleted

Also to add.  I have modified a user login but I am still able to login using both the old and modified login details

correction;

If you look in ADUC, does the user have an Email address assigned to them?
New user mailbox will not be created and the user will not be listed in GAL untill the user logs on to the workstation and create his outlook profile. Also, if you are using outlook client in cache mode the users will see Offline Address Book, It takes 24hrs for the client OAB to get synchronised with the exchange server.

The user has an email address assigned in ADUC.  I can send and receive emails.  Just not visible in the GAL
Then it will be as I posted - can you see the user in the GAL if you use OWA?

If so, then wait 24 hours, or run the fixes in my first link

I think it was a case of being a bit more patient but the link was helpful
I know it scared the life out of me the first time I saw it :)

There are some work arounds in that link though
